Literacy numeracy boost planned for riverland

JOHANNESBURG – The township of Hauterbrunn, in South Africa, has been given permission by the government of the country's first post-apartheid township to build a bridge into the river's waters.

Construction is scheduled to start in 2017 along the 1,890-meter-long Rheisburg Bridge and completion would mark the beginning of a project that will eventually connect the city of Cape Town with the town's north bank, where a number of villages lie below.

"That will connect Hauterbrunn with a number of adjacent South African towns as well," said a Hauterbrunn municipality official who did not want to be identified. "We have been looking at ways to expand connectivity and bridge the gaps, not just into the River Buti and river's mouth in the River Buti, but also into the south. We believe the bridge will help ease traffic flows and help the residents integrate themselves into a larger city."

Construction will be made possible through the city's Urban Regeneration Authority (URI) that is under the supervision of the Cape Town municipality and will operate under a long-term planning agreement with the university. It was established in 2002 by the university's Planning and Development Coordination Board under a project-based method, whereby the municipality builds the infrastructure in response to a given goal and then decides what the full infrastructure would look like.

The initiative, whose objective is to develop the ability of municipalities to share costs of public goods, has been implemented on a small scale. But the city has been able to leverage the funds it has received from various organizations and the university to build the bridge, including a grant from the S.Africa Partnership Fund, the national fund for urban integration and education.

"It's an opportunity for us to take advantage of the urban market in this region as a whole," said Zhenghua Yu, the URIA's regional office. "This allows us to take control over infrastructure in a way we have never had in the past – this is really an opportunity for city states to leverage our resources in the river."

The project is designed to serve two purposes. One is the development of tourism on the River Buti, where the local population has experienced difficulty acclimating to urban life due to the lack of roads and shops and the availability of many illegal drugs.

"The other important purpose is to create connectivity of people to the South African town. Since the river is so heavily trafficked we want to create a pathway for locals to pass between the towns and our river," Yu said. "These bridges can be connected to existing traffic lines at certain times."
