Literacy numeracy boost planned for riverland

JOHANNESBURG – The township of Hauterbrunn, in South Africa, has been given permission by the government of the country's first post-apartheid township to build a bridge into the river's waters.

Construction is scheduled to start in 2017 along the 1,890-meter-long Rheisburg Bridge and completion would mark the beginning of a project that will eventually connect the city of Cape Town with the town's north bank, where a number of villages lie below.

"That will connect Hauterbrunn with a number of adjacent South African towns as well," said a Hauterbrunn municipality official who did not want to be identified. "We have been looking at ways to expand connectivity and bridge the gaps, not just into the River Buti and river's mouth in the River Buti, but also into the south. We believe the bridge will help ease traffic flows and help the residents integrate themselves into a larger city."

Construction will be made possible through the city's Urban Regeneration Authority (URI) that is under the supervision of the Cape Town municipality and will operate under a long-term planning agreement with the university. It was established in 2002 by the university's Planning and Development Coordination Board under a project-based method, whereby the municipality builds the infrastructure in response to a given goal and then decides what the full infrastructure would look like.

The initiative, whose objective is to develop the ability of municipalities to share costs of public goods, has been implemented on a small scale. But the city has been able to leverage the funds it has received from various organizations and the university to build the bridge, including a grant from the S.Africa Partnership Fund, the national fund for urban integration and education.

"It's an opportunity for us to take advantage of the urban market in this region as a whole," said Zhenghua Yu, the URIA's regional office. "This allows us to take control over infrastructure in a way we have never had in the past – this is really an opportunity for city states to leverage our resources in the river."

The project is designed to serve two purposes. One is the development of tourism on the River Buti, where the local population has experienced difficulty acclimating to urban life due to the lack of roads and shops and the availability of many illegal drugs.

"The other important purpose is to create connectivity of people to the South African town. Since the river is so heavily trafficked we want to create a pathway for locals to pass between the towns and our river," Yu said. "These bridges can be connected to existing traffic lines at certain times."

Armoured personnel carriers get 220m upgrade points, with a 30% bonus to hull strength and a 75% bonus to armour per level up. There are also 12 Heavy Heavy Flamer upgrade levels.

The Tier 12 Heavy Flamer upgrade level grants the following:

15% increase in the maximum number of shots fired per min (from 5 to 8)

An additional 25% increase in the damage output per min (from 16 to 20)

Increased damage and heat generation

50% increase in maximum hitpoints (from 20 to 30)

Increased armour penetration (from 6% to 8%)

An additional 13% bonus to max hull strength

An additional 0.5% bonus to maximum hull armour

As the fire broke out, the first priority for the fire marshal's office was the rescue of the victims, but that proved almost impossible.

Hazard says officers were forced to pull back from the fire with the fire department unable to respond as quickly.

At one point, he says, police told him that they were doing their best to keep the situation under control, but Hazard was so stressed by what had happened that the officer could not stop worrying, and the department's failure led to the death of two firefighters, he said.

There was a "furious rage", Hazzard says he saw from the scene, where an older man threw fireballs as the blaze raged.

"I saw one of the police officers throw a baseball, and a male officer was injured by the baseball.

"Somebody threw fireballs, and at the time I saw that, I just got scared for my life. At that moment I did not know how to react. I knew the male officer was really hurt, and I just didn't know how to respond in my capacity as a law enforcement officer."

Hazard says he thought the injured officer was probably suffering from PTSD, and he started crying at the sight of the aftermath of the deadly fire.

There was no official official investigation into the tragic fire, and a coroner's inquiry into its aftermath was ordered into the circumstances leading to the fire.

Hazard's son, who was six at the time, was found fatally injured after his father, who had been rushed to hospital, collapsed in his car as he tried to leave, a coroner said.

"The man who was hurt in that accident was on the way to work," said coroner Mike Jones after a report on the investigation into the fire in November. "The man had not suffered any head injuries and, when he went in to hospital, he did not die. I cannot even begin to tell you how relieved he was that it had been an accident. When the paramedics were taking the man off the ambulance that he was in, they were just shocked to see his face."

Hazard, an eight-year-old, says his father was a hard worker but the loss of two young firefighters who died, and the fact he couldn't get help, is devastating.

"All I can think is how fortunate this family was," he said. "They did a lot for their community. I don't know how they are able to turn into a family again."
